Alcohol prices in Haryana are set to increase following the state government’s approval of the new excise policy for 2024-25. This move is projected to boost state revenues by approximately ₹250 crore. According to officials, the price of a case of beer (12 bottles of 650ml each, or 24 bottles of 330ml each) will rise by up to 20%. Similarly, Indian Made Foreign Liquor (IMFL) will see a 15% price hike per bottle, while Imported Foreign Liquor (IFL) will become 12-15% more expensive, depending on the spirit’s proof.

The new Alcohol prices in Haryana policy also extends the QR code-based track-and-trace system, introduced last year for IMFL and country liquor, to include IFL. This system aims to combat the sale of spurious and adulterated liquor.
Jitender Dudi, Deputy Excise and Taxation Commissioner (West), attributed the price hikes to increased excise duty, rising raw material costs, and a revised bottling fee for beer. “The bottling fee for beer supplied within Haryana has increased from ₹11 to ₹12 per bulk litre, while for beer supplied outside Haryana, it has risen from ₹1 to ₹1.50 per bulk litre,” Dudi explained. “The overall cost of beer will increase by 20% due to multiple factors, including the rise in raw material costs.”
Gurugram has long been a popular destination for liquor shoppers from the National Capital Region (NCR), particularly during the summer months when beer supplies often run short in Delhi, Noida, and Ghaziabad. Despite the price hike, liquor vendors in Gurugram believe the impact on consumers will be minimal.
“Those who drink beer will not think twice before paying ₹10 or ₹20 extra,” said Neeraj Sachdeva, director of Lakeforest Wines. “Beer prices have risen due to market inflation, reflecting broader economic trends affecting consumer goods, including alcoholic beverages.”
Sachdeva added that the uniform pricing across regions simplifies consumer shopping and creates a fairer system for sellers. “Imported foreign liquor has always been cheaper in Gurugram compared to Delhi. Now, with similar prices everywhere, consumers won’t need to search for the best deals or ask for extra discounts,” he said.

While consumers have generally accepted the price increases, some lament the end of bargain hunting. “It’s disappointing to see an end to the bargaining culture,” said Priya Patel, a Delhi resident. “We used to go in groups and visit different liquor vends to check for the best price. Now, we’ll have to adjust to paying full price.”
The Haryana government’s new excise policy is seen as a strategic move to enhance state revenues while maintaining a balanced market, despite the expected rise in liquor prices.
