Upcoming Mega Projects in Haryana That Will Fuel Industrial Development & Urbanization

The Haryana Orbital Rail Corridor (HORC) is a railway project of significant importance in Haryana, India. The completion date for this twin-track railway line, spanning 121.7 kilometers, is expected to be March 31, 2025. Following the Western Peripheral Expressway (WPE) on the western side of Delhi, the HORC will connect Palwal to Sonipat, passing through Sohna, Manesar, and Kharkhoda. It will also link up with existing railway lines at Palwal, Patli, Sultanpur, Asaudha, and Harsana Kalan while connecting with the Western Dedicated Freight Corridor (WDFC) at Prithala near Palwal railway station.

Upon completion, the HORC project aims to transport an estimated 20,000 passengers and 50 million tons of cargo annually. The Haryana Rail Infrastructure Development Corporation (HRIDC), a joint venture between the Ministry of Railways and the Government of Haryana through the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), will undertake the construction. In September 2020, the Cabinet Committee on Economic Affairs of the Government of India approved a budget of ₹5,617 crore (US$700 million) for this ambitious project.

Hisar International Airport

The Airports Authority of India is presently engaged in the expansion project of Maharaja Agrasen Airport in Hisar, Haryana. The ongoing second phase of construction is aimed at transforming the airport into an international facility by 2030.

The development plan encompasses various key components such as a new Maintenance, Repair, and Overhaul (MRO) facility, an aerospace university, an aerospace and defense manufacturing industrial zone, logistics and food parks, and more, spread over a sprawling area of 10,000 acres. Additionally, the Hisar Airport will be integrated with the Delhi-Bahadurgarh-Rohtak-Hisar line of the Regional Rapid Transit System (RRTS), enabling high-speed train services. An underground station is also planned as part of this integration.

The expansion project is divided into three phases, with Phase 1 already completed and Phase 2 currently underway, focusing on runway extension and MRO facilities. The final phase, scheduled for completion by 2030, will bring about comprehensive growth and development in the region.

Delhi Panipat RRTS

The Delhi-Panipat Regional Rapid Transit System (RRTS) Line is an ambitious project that aims to connect Delhi, Sonipat, and Panipat through a network of tunnels and elevated viaducts. As part of the Regional Rapid Transit System, the trains on this line will operate at a maximum speed of 160 km/hr, covering the entire 103 km distance in just 1 hour. The Haryana Government’s Cabinet approved the Detailed Project Report (DPR) for this line in December 2020, and it is currently awaiting approval from the Delhi and Central governments. The estimated cost of the project is Rs. 21,627 crore, and it is expected to be completed by 2028. By 2031, the projected daily ridership is approximately 7.79 lakh passengers.

Karnal Ring Road

The National Highway Authority of India has given the green signal for the construction of a 34 km outer ring road for Karnal under the Bharatmala project. With an estimated cost of ₹1,766 crore, the project includes land acquisition from 23 villages, including Kunjpura, Subhari, and Shamgarh, amounting to ₹973 crore. The project also features a logistic park spread over approximately 125 acres near Ganjo Garhi village, as well as a 2.1 km flyover along the railway road in Karnal. The road will have a width of 34 km and a length of 60 m, providing much-needed relief to the residents of Karnal and neighboring villages.

Global City, Gurugram Business District

The Global City project initiated by the Haryana government aims to establish a futuristic “city within a city” as a central business district in the National Capital Region (NCR). Developed by the Haryana State Industrial & Infrastructure Development Corporation, this 1,000-acre township near Manesar is designed to harness Gurugram’s potential as a service industry hub.

With state-of-the-art infrastructure and a high standard of living, Global City will serve as a model for township development in India. The city will encompass office spaces, residential towers, hospitals, hotels, an exhibition-cum-convention center, and retail outlets, all integrated within a vibrant live-work-relax ecosystem.

Rapid Metro Expansion in Haryana

The Gurgaon (Gurugram) Metro, also known as the Rapid Metro, is a single-line system consisting of 11 stations. Phase 1 of the project involved constructing a 5.1 km line to connect Delhi Metro’s Sikanderpur Station with the DLF Cybercity business district. In Phase 2, the line was extended by 7 km, connecting Sikanderpur Station with Sector 55-56 through five new stations on Golf Course Road. The entire line is serviced by 12 three-coach trains. After the original operator expressed its inability to continue operations due to low footfall and high operational expenditure, the Delhi Metro Rail Corporation took over operations on October 22, 2019.

Several new metro lines have been proposed to connect Gurgaon with various neighborhoods, including old Gurgaon, Dwarka, Bawal, Manesar, Faridabad, and Sohna, pending approval from the Haryana Government. The Haryana Mass Rapid Transport Corporation is responsible for executing these lines. Another approved route is a new line from HUDA City Centre to Palam Vihar via Moulsari Avenue, forming a ring line. The line specifications include a top speed of 80 km/hr and an average speed of 35 km/hr.

Saraswati River Revival Project

The Haryana Government has proposed the construction of a dam on the border with Himachal Pradesh for the revival of the Saraswati River. The proposed dam, with a capacity of 224-hectare meters, will divert water from the Som River to the Saraswati River stream, from Adi Badri in Yamunanagar to Guhla Cheeka in the Kaithal district. The project, with a budget of Rs. 388 crores, includes the construction of a barrage and reservoir. Adi Badri, located in the foothills of the Shivalik range, 90 km east of Kurukshetra, has been earmarked as the starting point. The Haryana government has allocated Rs. 215 crore for the dam’s construction.

Manethi AIIMS

The establishment of a new AIIMS hospital in Manethi, Rewari District, Haryana, will bring world-class healthcare facilities to patients from Rewari, Mahendragarh, Bhiwani, Rohtak, Jhajjar, Mewat, Palwal, Faridabad, as well as Alwar and Jhunjhunu districts of Rajasthan. This 750-bed hospital will include a medical and nursing college, ICU and super-specialty facilities, private wards, trauma beds, Ayush beds, night shelter, guest house, and a 1000-seat auditorium, along with hostel and residential facilities. The AIIMS Manethi project is estimated to cost INR 1299 crore and will significantly boost medical education, nursing, and health research in the state. The project is expected to be completed by the end of 2023.

Helihub Gurugram

A new heli hub is set to be built in the upcoming Global City development near the Dwarka Expressway and NH-48. The heli hub will include aviation facilities such as a heliport, hangars, repairs, and related services. It will be located near a metro corridor, providing easy access to industrial areas like Noida and Bhiwadi. The heli hub is part of the Union Civil Aviation Ministry’s new helicopter policy, which aims to introduce heli-taxi services in the NCR region. Among the proposed 10 helicopter hubs and corridors, this heli hub will serve as one of the crucial landing and take-off points for various helicopter services in the national capital.

Narnaul Multimodal Logistic Park

A vast Integrated Multi-Modal Logistics Hub is being developed in Nangal Chaudhary, Narnaul, covering over 886.78 acres through a Public-Private Partnership (PPP) model. The project is a joint venture between HSIIDC and DMICDC/DMIC Trust, with an expected investment of INR 4000 crore. The logistics hub aims to reduce the goods movement time from 14 days to just 14 hours, leading to numerous economic benefits such as employment creation, reduced fuel costs, boost to exports, lower vehicle operating costs, decreased accident-related expenses, increased tax collection, and reduced pollution.

Panipat Railway Station Redevelopment

The Rail Land Development Authority (RLDA) plans to redevelop Panipat railway station using the Public-Private Partnership (PPP) model. The objective of this project is to upgrade the station to global standards and provide modern amenities to commuters. The redevelopment includes converting the existing railway colony into multi-story buildings, with the surplus land being allocated to developers for commercial development.

Panipat railway station is a major junction in the Delhi-NCR area, serving the industrial town of Panipat. With 118 train stoppages daily, the station witnesses around 40,000 passengers every day. It is a category ‘A’ station with five platforms. The redevelopment project aims to enhance the station’s infrastructure while preserving its historical significance and creating a win-win situation for all stakeholders.

Jind Hansi New Rail Line

The Jind-Hansi new rail line project, approved by the Haryana government in 2019, is estimated to cost Rs. 923.26 crore and is scheduled for completion in late 2023. Spanning approximately 50 km, the project will provide quick and direct connectivity between Jind and Hisar. The line will traverse two existing stations and introduce six new stations, starting from the Jind station on the Delhi-Bathinda railway line and terminating at the Hansi station on the Bhiwani-Hisar railway line. The project is being developed by the Haryana Rail Infrastructure Development Corporation Limited.

Shamli Ambala Expressway

The Shamli Ambala Expressway is a greenfield, fully access-controlled, 6-lane expressway being constructed as part of the Ludhiana Bareilly Economic Corridor. This project is expected to generate employment opportunities and stimulate socio-economic growth in the surrounding region. Stretching approximately 120 km, the expressway will traverse six districts in Uttar Pradesh and Haryana. Under the Bharatmala Pariyojana, the project is estimated to cost INR 3,693 Crores.

Amritsar Jamnagar Expressway

The 1256 km-long Amritsar-Jamnagar Economic Corridor, also known as Amritsar-Jamnagar Expressway, is a partially access-controlled highway currently under construction by the National Highways Authority of India (NHAI). This highway will pass through the states of Punjab, Haryana, Rajasthan, and Gujarat. Out of the total length, 915.85 km will be built on a greenfield alignment, while the remaining portion will involve the upgrade of existing national highways. The project aims to enhance the efficiency of freight movement and promote exports.

The estimated cost of the project is Rs. 80,000 crore, with a targeted completion date of December 2025. It is being developed as part of the Bharatmala-Pariyojana Phase-I program. Feasibility and detailed project reports were prepared by various consultants. Once completed, the expressway will reduce the distance between Amritsar and Jamnagar from 1,430 km to 1,256 km, significantly cutting down travel time from 26 hours to approximately 13 hours. The stretch within Haryana state will cover a distance of 85 km.
